These regions are internationally recognized as part of Azerbaijan pending a solution to the status of the Nagorno-Karabakh, found through negotiations facilitated by the OSCE.[12][13][14][15] Azerbaijan is a unitary semi-presidentialrepublic.[2] The country is a member state of the Council of Europe, the OSCEand the NATO Partnership for Peace(PfP) program. It is one of six independent Turkic states, an active member of the Turkic Council and the TÜRKSOY community. Azerbaijan has diplomatic relations with 158 countries and holds membership in 38 international organizations.[16] It is one of the founding members of GUAM, the Commonwealth of Independent States(CIS)[17] and the Organization for the Prohibition of Chemical Weapons. A member of the United Nations since 1992 after its independence, Azerbaijan was elected to membership in the newly established Human Rights Council by the United Nations General Assemblyon 9 May 2006. Its term of office began on 19 June 2006.[18] Azerbaijan is also a member state of the Non-Aligned Movement, holds observer status in World Trade Organization, and is a correspondent at the International Telecommunication Union.[16][19] The Constitution of Azerbaijan does not declare an official religion and all major political forces in the country are secularist. However, the majority of the population are of Muslim background. More than 89 percent of the population is Shia.[20] Most Azerbaijanis, however, do not actively practice any religion, and the country has been seen to be one of the least religious countries in the Muslim world, with 53% stating religion has little to no importance in their lives, according to Pew Research Center and Gallup polls. Carpet weaving is closely connected with the daily life and customs of the communities involved, its role reflected in the meaning of the designs and their applications. Thus, girls seated on carpets tell fortunes and sing traditional songs at Novruz (the regional New Year). The carpet is widely used for home furniture and decoration, and special carpets are woven for medical treatment, for wedding ceremonies, the birth of a child, mourning rituals and prayer. Inauguration of the exhibition "Flight to Baku. Modern Art of Azerbaijan", which was organized with joint organizational support from the Heydar Aliyev Foundation and "Baku" magazine and demonstrated in six countries of the world to date, took place at the Heydar Aliyev Center, December 27, 2013. Azerbaijan's First Lady, President of the Heydar Aliyev Foundation Mehriban Aliyeva and Vice-president of the Foundation, ideological author of the project "Flight to Baku" Leyla Aliyeva attended the opening ceremony. The exhibition "Flight to Baku. Modern Art of Azerbaijan" has been of significant importance in terms of promoting Azerbaijan's modern art in the world. Being dominated by avant-garde ideas, these art works talk about the specific features of modern Azerbaijani art. Addressing the event attended by state and government representatives, deputies of the Milli Majlis, and influential guests, ideological author of the project Leyla Aliyeva said: - Dear Guests. I would like to welcome you with all my heart, and am very pleased to see you at the Heydar Aliyev Center. This unique and nice building has become indeed a cultural hub. The Heydar Aliyev Center was inaugurated in 2012, and for a short span of time extended its activity. Concerts, exhibitions, various forums and meetings are held here. This evening, we, together with you, are opening the exhibition "Flight to Baku". This exhibition has been held during two years, and has promoted the culture of Azerbaijan around the world. It was held in six countries of Europe, and aroused much interest of people there. This exhibition will continue at the Heydar Aliyev Center for two months and, whereby, come to an end. I'm confident the exhibition will arouse great interest in Baku too. I wish you to enjoy the evening. Saying that such exhibitions will be organized in future too, Leyla Aliyeva said supporting of young artists' projects will be continued. The ideological author of the project underlined that the exhibition was a good opportunity in terms of demonstrating works of modern artists of Azerbaijan." Greeting the attendees of the event, curator of the exhibition "Flight to Baku. Modern Art of Azerbaijan" Erve Mikaeloff said he was honoured to have participated in the inauguration and the project as a whole. Noting he was pleased with the exhibition's being successful, Erve Mikaeloff said there will be more such projects in future. Then they acquainted themselves with the exhibition. Over 100 works of 21 artists working in painting, sculpture, installation, video-art, performance and photo genres are displayed at the exhibition. Among them, there were also works by Leyla Aliyeva, the Vice-president of the Heydar Aliyev Foundation. With its special significance among the events held by the Heydar Aliyev Foundation towards promoting Azerbaijan in the world, this exhibition was first opened in London in January 2012. Organized in Paris, Berlin, Moscow, Rome and Vienna during two years, the exhibition aroused great interest in local residents. Final exhibition "Flight to Baku. Modern Art of Azerbaijan" will continue through March 1, 2014.

However, astar means ‘lining’ in Azerbaijani – this notion is rarely used in the critique and theory of contemporary art. ‘Lining’ (the same title is given to one of the works on display) seems the most appropriate word to comprehend the creation of the new generation of artists from Baku. It is exactly the lining, the basis that these artists are searching for, reflecting upon the surrounding reality and its underlying cultural contexts. An interest in the essence, the lining of the events gives rise to the semantic versatility and intimacy of most part of the works by this generation. The artists participating in the exhibition are visionaries and eyewitnesses. They don’t judge but eagerly study the world they are in. They care less about the issues of national identity or close integration with European culture (which are so important for Azerbaijani artists of the previous generation) than their personal freedom and possibility of speaking out, unbound by the requirements of ‘corporate ethics’ or ‘political correctness.’ It is through this prism of freedom that they assess everyday communal life, Soviet legacy, traditional culture, and the long and fascinating history of their country – in all of this they are looking for hidden meanings, reasons, and the ‘lining’ of things. This is why the works by these artists are at once analytical and dreamy – imagination helps better than deduction in penetrating beyond the ‘lining of reality.’ Address: MMOMA, 17 Ermolaevskiy lane, Moscow.
